The climate bill passed by the House contained two of the project’s proposals: (1) greenhouse gas emissions from sources regulated under the bill should be exempted from regulation under the Clean Air Act and (2) regulation of greenhouse gases and conventional pollutants should be integrated, though here the House bill called only for a study.
